Glendale Man Allegedly Defrauded the City Out of $18,000+

A Glendale man defrauded the city out of $18,492.

Norayr Aklyan, a 69 year old man, will be sentenced in November in the Los Angeles Superior Court in Burbank for defrauding the Glendale Housing Authority out $18,492 over a two year span.

He is charged with five felony counts.  Aklyan pleaded no contest to one felony count of defrauding the Glendale Housing Authority and four counts of perjury and obtaining money, labor or property by false pretenses, according to the Los Angeles Superior Court complaint.

The complaint claims that Aklyan did not report all of his income accurately when applying and accepting federally subsidized Section 8 housing vouchers while he lived on East California Avenue in Glendale, Ca.

According to police reports, Aklyan had reported to the Housing Authority that he only had one bank account and his Social Security benefits of $870 per month as his only income.  Once accepted into the housing assistance program he open a second bank account where deposited $12,150 and continued to make large deposits.

As Aklyan received benefits from August 1, 2008 to August 1, 2010 he met with housing advisors several times over the two year span and failed to disclose the second bank account he had open at Citibank in 2009.

The Los Angeles Times reported that after a housing investigator determined that Aklyan had opened a second bank account without notifying the city, he admitted to incorrectly filling out the housing documents in failing to disclose the account, according to police reports.

Although the housing advisors supplied documents to Aklyan in Armenian and English he claimed to not understand the signed documents.

City officials confirmed that Aklyan has reimbursed the Housing Authority for the loss, which was the federal assistance he received for the two years.  Aklyan no longer lives in Glendale and began reimbursing the city in July, city officials said.
